improve Desktop UX

Currently, the Decidim Geo Section takes up all the with and has a fixed height, which can lead the user to lose context of where he is, even on desktop, to improve that, 2 simple things can be done: Reduce the height of all decidim Geo sections by 10% and set Decidim Geo in a rectangle with rounded corners instead of having it full width so that the background color of the section can be seen above, under and on both sides of the rectangle. Set the rectangle padding to 16px.
