Improve proposals filtering based on status on Decidim GEO

Filtering proposals doesn't apply to the same logic as past, active or future filters currently implemented in Decidim Geo.

Adding another filter showing only when proposals are on the map will lead to a confusing UX with the current interface.

Instead of waiting for the current interface to drastically improve with icons and filters "à la Google Maps", we could improve the UX of filtering proposals by status, here is our proposal:

• Assign all the rejected proposals to Past
• Assign all the other proposals to Active and Future
• Improve proposals cards in list to show the status: Accepted, Evaluating or Rejected
