Display Accountabilities on the map

As a user, I can navigate through the accountabilities on the map. I can filter the map by accountabilities.

Tests

• As an admin, create an accountability component and publish it. Add there projects

• As an admin, geo-localize a project

• As a user, I see the project in the map

• As a user, I click on the filter section.

• I see the "Accountability" filter.

• As an author, if an end date is provided in the past, the project is considered past even if it has not reached 100%

• If no end date is provided, the project remains forever active

• Add to crowindin
• Add helpertext under end date field "If empty the project remains forever active."
• Add Accountability to supported model
• Add geodecidim_latitude and geodecidim_longitude to the accountability model
